The Opportunity

  • British Council Uganda is hiring a Head of English and School Education to lead a strategic portfolio aimed at improving learning outcomes across the country. The role supports the organisation's mission to build trust and connection between the UK and Uganda through education.
  • Uganda has achieved high enrolment but still faces real problems in learning outcomes, particularly in foundational literacy and numeracy. You will strengthen teacher training, improve English language proficiency among teachers and learners, and support access to quality education for vulnerable children, including those in refugee-hosting districts.
  • This is a full-time leadership position that needs strategic thinking, technical depth in education and a track record with complex programmes.

What You'll Be Doing

  • Develop and run a high-impact, financially sustainable programme aligned with British Council Uganda's strategy and local market conditions.
  • Lead the English and School Education portfolio, including School Systems, Empowerment and English Connects.
  • Provide technical sector expertise in English language teaching and school education across diverse Ugandan contexts.
  • Oversee business development, identify new funding, and manage relationships with government ministries and donor agencies.
  • Monitor and evaluate programme performance, and adapt delivery when the evidence says to.
  • Share practice and lessons with global English and School Education teams and regional communities of practice.
  • Support the Country Director in showing measurable benefit for both Uganda and the UK.
  • Manage contracts and programme budgets across mixed funding streams without losing financial discipline.

Essential

  • Master's degree in education, English language teaching, international development or a closely related field.
  • At least eight years of progressive experience in education programme management, with three or more in a leadership or senior technical role.
  • Proven experience designing and managing large-scale English language or school education programmes in low-resource or developing contexts.
  • Demonstrated ability to work with government education officials, teachers and civil society organisations.
  • Strong analytical and strategic planning skills, translating organisational strategy into workable programme plans.
  • Communication and interpersonal skills capable of influencing at every level and representing the British Council professionally.

Desirable

  • Experience within Uganda's education system or comparable East African contexts.
  • Knowledge of refugee education programming and learning continuity for displaced populations.
  • Familiarity with British Council global English and School Education strategies and tools.
  • Experience managing multi-donor funded programmes and their compliance requirements.
  • Confidence using data for decisions, including monitoring and evaluation frameworks.
  • Additional language skills relevant to Uganda, such as Luganda or Swahili.
