The Opportunity

  • The Head of English and School Education leads the British Council's education portfolio in Uganda. The role pairs technical expertise in English language teaching and school systems with the business development needed to keep that work funded and growing.
  • Uganda enrols large numbers of children but learning outcomes lag behind. Your focus areas are teacher training, English language development for educators and learners, and foundational literacy and numeracy. The portfolio reaches into refugee-hosting districts, where overcrowding and thin resources make the same problems harder.
  • You provide sector leadership, share practice with global teams and make sure contracts and programmes are delivered to standard. Success means balancing impact against financial sustainability while the education picture in Uganda keeps shifting.

Key Responsibilities

  • Develop and deliver partnerships, programmes and contracts across mixed funding streams to meet country outcomes and financial targets.
  • Lead the English and School Education portfolio, including School Systems, Empowerment and English Connects, with technical oversight throughout.
  • Provide sector guidance on teacher training, English proficiency and foundational learning, while pursuing new business.
  • Deliver every ESE programme to quality and compliance standards, sharing knowledge with global teams and external stakeholders.
  • Support the Country Director in showing measurable educational impact and programme performance to in-country and UK audiences.
  • Manage contracts and programmes in refugee-hosting districts, adapting delivery to overcrowding and limited resources.
  • Strengthen teacher professional development systems and raise English proficiency among educators and learners nationwide.
  • Close gaps in foundational literacy and numeracy through evidence-based interventions and programme adaptation.

Essential

  • Master's degree in education, English language teaching or a related field, with at least ten years' progressive experience in international education programmes.
  • Proven leadership of multi-million dollar education portfolios across diverse funding models and complex stakeholder environments.
  • Deep expertise in teacher training systems, English language pedagogy, and foundational literacy and numeracy programme design.
  • Demonstrated success in developing country contexts, particularly Sub-Saharan Africa, with an understanding of refugee education challenges.
  • Strong business development record: securing funding and growing programme portfolios without letting quality slip.

Desirable

  • Experience with British Council programmes or comparable international cultural relations organisations.
  • Knowledge of Uganda's education system, curriculum frameworks and teacher certification processes.
  • Familiarity with refugee education coordination and partnerships with UNHCR, UNICEF and local education authorities.
  • Advanced facilitation and training skills, including professional development design for large teacher networks.
  • Proficiency in results-based management, monitoring and evaluation frameworks, and donor reporting for education.
